Manila, Philippines – Labor Secretary Silvestre Bello III said that taking and passing the bar and board exams especially those for nurses, should no longer be needed and thereby recommend to Congress the removal of professional exams altogether.
In an online media briefing on Wednesday, he said,
“Napakamahal kumuha ng kursong nursing. Kukuha sila ng four years, after graduating, kukuha sila ng board exam. Bakit pa kailangan ng board exam eh ilang exam ang dinaanan nila sa nursing?”
(It is too expensive to take the Nursing course. They will take it for four (4) years, after graduation, they will take the board exam. Why there’s still a need of board exam if they already taken lots of exams in the course of studying nursing?)
“Puro na lang exam. Do they not trust these schools where these nurses came from, especially kung ‘yung school na pinanggalingan nila ay accredited by CHEd (Commission on Higher Education)?”

“So sabi ko pag-aralan na ‘yan and then we can recommend to Congress na tanggalin na ‘yung mga exam exam na ‘yan. Gastos sa ating mga nurses. ‘Pag grumaduate na, nakuha na lahat ng kailangang pag-aralan nila, [dapat] pwede nang magpractice, hindi na kailangan ng examination,”
(So I said to study this and then we can recommend to Congress to remove these exams. Expense to our nurses. When you graduated, have studied all the things they needed to be studied, so they can already practice, no need for examination)
The Professional Regulation Commission (PRC) is in charge of regulating lots of professionals and administering respective board licensure exams in the Philippines. Few of those are the Certified Public Accountant licensure exams (CPALE), Licensure exams for Professional Teachers (LET), Nursing Licensure Exam (NLE), Criminology Licensure Exam (CLE), Civil Engineering Exam, among others.
Like professional exams, Bello also said that we can also do away with Bar exams for aspiring lawyers.

The Supreme Court of the Philippines is the one in charge of administering bar exams for aspiring lawyers.
Meanwhile, Secretary Bello said that these proposals are just ideas. But he tell the Philippine Nurses Association (PNA) and the Board of Nursing (BoN) to study the proposal so then they can propose the Congress to amend the law requiring licensure exams for nurses.

True! Bakit pa kasi kailangan ng examination. Kaming mga bagong graduate hindi agad makapagtrabaho dahil kinalaingan pa mag board, subrang gastos pa. Lalo sa pag apply. I am a Criminology Graduate po pro di parin kami makapagproceed sa next step ng buhay namin pra maging pulis dahil kailangan ng Eligibility which is Board Exam(CLE) na 4x na napostponed.
Ilang reviews na ang nagastusan hanggang ngayon. Kumukuha pa ng boarding house or apartment para lang makapag focus sa pag rereview. The saddest part is kung kelan malapit na ang exam saka magpopostponed.
tama po kasi ako nag practice ako nang nursing competitive namn ako sa work kahit nursing attendant lang po ako… take 6 kuna po sa nursing until now exam parin po ako…
I agree with you po. I am also a criminology graduate at hindi pa makapag apply ng work kase even ibang work sa gov’t offices e need pa ng eligibility na hindi din naman makuha kuha dahil ilang beses ng napo-postponed ang exams.
It will obviously decrease the quality of professionals we have in the country. Imagine a BS Educ graduate who got 75% at the mercy of his or her professor will be allowed to teach in line with board passers. Imagine a bs criminology graduate who can even recite miranda rights or does not even know the difference between robbery and theft. What the country should do is provide for jobs for these graduates. In line with their courses. Ex. BS Educ graduates who are not board passers are allowed to practice tutorial services. BS criminology graduates are allowed to be non uniform personnel. Just like how BS accountancy graduates can be accounting staffs. Removal of the board exams will only lower the quality of the Filipino professionals. Baka pagtawanan tayo ng mundo. Mangulelat ang Pilipinas sa ranking ng mga professional.
I myself support the proposal of secretary Bello, it’s really a waste of time and money, why don’t we just ask the graduate to go to prc or supreme court for those who wants to practice their profession to go PRC or supreme court to register as a license professional

Bello you are partially correct and any body, group of person or any government agencies don’t like your proposals, they have to lobby to CHED that the system in screening and selection of all Professors, Instructors and assessors of all higher learning institution has to be highly standardize and not based on personal, friendly and or political affiliation or recommendations… Nagiging negosyo na ang Review for Board Examination sanhi ng corruption lalo na’t copy-paste and pinapairal para gumanda ang pangalan ng review center, kaya ako sinarado ko ang review center ko dahil nakakahiya ito.

True. As A Teacher Education graduate. Naka tengga na kami for almost 2years dahil sa Exam. Na puro postponed until now. To be honest mas competitive yong mga newly graduate ngayon kesa sa mga Old. Tinatamad na poag turo yong mga Lola at Lolo matin na teachers na until now Hindi pa nag redesign. Taasan nalang po yong qualifications at pag tuununan nang Pansin nang mga school administrator at law governing bodies para pataasin Ang standard nang bawat kolehiyo sa pilipinas.
support din po ako sa approval na ma alis yong mga exams na yan including Civil Service Exams kasi matagal na tayong na employ sa government service hindi ma increase ang positions kahit gaano man tayo nag susumikap na pagbutihin ang trabaho natin ng dahil nga walang eligibility.

Same here. Its very hard to take another exam . Kahit kami mga di nakapasa sa Physician Licensure Exam …mkakasabi talaga kami na yung mga bagsak pa sa exams during medschool ..sila pa yung nakapasa while kami na nag.aaral kami pa ang dehado. At saka parang nasa Apelyido lang nakasalalay yung pagpasa sa board exam namin..kapag maganda ang tunog sa surname ang pagiging doctor..pasado kana…parang ganun.. i hope mawala na lang yung board exam. Dahil diyan maraming mga pangarap ang nasawi. Tsk.
Despite having experienced how hard and frustrating board exams could be, I still think it’s a must to be taken by every aspiring registered professional. It pains me to admit this but sometimes, there are universities and colleges that are “credited” by the CHED but still isn’t fully equipped to offer courses resulting to poor products. Besides, like what the respected secretary said, they have already taken and passed numerous of exams in their academic journey, why not take the licensure exam and seal the deal.
True.. hindi kasalanan ng licensure exam kung bumagsak ang examinee.. removing the board exam is removing the quality of Filipino professionals. Wala na yung pride na ay CPA yan.. ay RN yan.. ay Pulis yan. Ay LET passer yan… ay BAR passer yan.. ay Doctor yan.. etc. Instead it will be graduate LANG po sa University sa PIlipinas. And foreign countries would say, “oh from the country of low quality professionals”
Tama po kasi yun. Ako po ay Education Graduate since 2016. Hanggang ngayon Hindi parin ako naka pasa ng board exam. Kahit na nag review center pa ako. At mag study ng buong araw while nag work po bilang isang private school teacher & home based tutorial. Ginagawa ko lahat pero 3x naman akong failed ng board exam (LET). Hanggang ngayon naghintay pa rin ako sa board exam for LET. Na move kasi Yung exam nami dahil sa COVID po. Pero laban lang na laban para sa kinabukasan. Hoping for next exam my License na po ako.
Bakit ka ba bumabagsak? Kahit nagrereview center ka? Bakit batchmates mo pumapasa? Kasalanan ba ng PRC? Kasalanan ng licensure? Kung magiging allowed ka to practice teaching profession, quality graduates kaya ang mga ipasa mo? Baka kahit hindi marunong magbasa maipasa mo sa reading subject mo? Baka kahit hindi marunong magmultiply maipasa mo sa math? Ang mahalaga nakakawork ka align sa natapos mo. You still teach bilang tutor ka. Di nga lang higher paying job gaya sa nasa public school or promoted teachers.

After you graduated on the course with bar or board requirements to have professional license, removing it is okey if you will have your practice here in our country, but most other countries required not just experienced, professional license is another likewise with that license you can demand a much higher salary.
Yes, l agree for that. Total napag aralan na at may mga OJT or practices na ginagawa before graduation.. Tulad ko graduate ako ng Educ. Ilang beses nakong nag take ng board exam kaya lang hnd parin pinalad, pero nakapagturo nako sa private school. Kaya naming makapagturo sa private school pero sa public hindi.just because we are not LET passer.
Paano aasenso ang mamamayang pilipino kong ang basehan natin ay Let /PRC passers. Waste of time,and waste of money.

Tama! Noon nga di naman uso ang Board Exam for teachers pero ngayon required na. Kaya di makapag proceed sa teching kasi kailangan pa ng board exam. Pagkatapos mag board exam wala pang assurance dahil may ranking pa. Pahirapan bago makakuha ng regular job.
Everyone’s opinion is different but here’s mine…. professional exams shouldn’t be abolished. Board/Bar exams is a way to filter people who are “worth and ready” to face their actual profession and to serve for the people. Yes, one may have studied 4-5 (or more) years in an academe for a certain degree but the point of view of profesional exams is to test one’s intellect and applicational skills at the same time – and not all people have this type of skill. Take the President for example; he took the Bar exams, passed it, been a lawyer and now a politician who is btw, very familiar on how PH constitution and laws work. So if professional exams are abolished, i can’t even imagine a “professional” do his work filled with “accidents”.

I don’t see any problem in taking the board exam because it also help to determine how competent the nurse to do his or her job. Other countries still requiring the students to take their local board so why would we remove it. Other people will not understand but it is for the good to all of us. Mga guardian nga ng paitent nagaalangan sa mga nurse Doon sa hospital kahit alam na nya ang ginagawa nya edi mas la long di na mapakali kapal alam nilang Hindi na or wala ng board exam ang nagaalaga sa mga patient. I think it is better to atleast lessen the number of cpd for renewal of license para mas nakafocus ung nurse sa again Doon sa hospital. No need to remove the cpd kasi refresher din naman sa mga nurses yon and increase the salary and Dapat sinusunodang nurse to patient ratio. Tapos ung mga hospital dagdagan nila ung staff nila.

Apply that to all board exams. Hindi makapaghanap ng trabaho lalo na yong mga bagong graduates. Nadedpress na sila dahil sa stagnat na ang buhay nila dahil sa kaantay na makapasa.

Thats true maraming magagaling na teachers hindi mkapagturo sa oublic because of the exam. Eh yung apat na taon na pag aaral may practice teaching ano paba hahanapin . ok lng makapasa agad eh ang ginawa lalo pang pinhirapan ang mga mahihirap na ka gaya namin kumuha ng kurso upang matugunan pangangailangan makatuling at mkapaghnap ng trabaho.
