MANILA, Philippines — DSWD Secretary Rolando Bautista admitted on Monday Press briefing that the implementation of health protocols will cause delays in the distribution of cash aid/ “Ayuda” in areas under Enhanced Community Quarantine (ECQ).
“Talagang maraming challenges itong pagbibigay ng ayuda. Ito na iyong sinasabi nating health protocols, iyong mga limitasyon, pagpunta ng tao, kung saan ibibigay ang mga ayuda (assistance). At hindi natin puwedeng ipilit ang timeline sa lokal na pamahalaan, na kailangan on this day ay ganitong beneficiaries ang mabibigyan mo o kaya ganito dapat karami.” DSWD Secretary Bautista said.
The list of those who have previously received financial aid might possibly be another reason for the delay of cash distribution.
“Ang list ay manggaling sa ating LGUs dahil katulad ng nabanggit ko kanina, iyang list na po iyan ay listahan ng aktuwal na mga nabigyan ng ayuda noong last na [distribution]. So sa tingin ko iyong magiging delay naman is reasonable dahil kinonsider po lahat iyan ng ating lokal na pamahalaan.”

On Wednesday, the Metro Manila Council agreed to provide financial assistance via electronic wallets and face-to-face distribution to prevent the spread of Corona Virus disease (COVID-19).
According to the Department of Budget and Management (DBM), the 10.89 billion of cash-aids or Ayuda has already been disbursed and already credited to the bank account last Friday, August 6, 2021 to local government units (LGUs) in the National Capital Region (NCR)/Metro Manila for the affected families/individuals.
To quote from DBM,
“Pursuant to Inter-Agency Task Force on the Management of Emerging Infectious Disease (IATF-MEID) Resolution No. 130-A dated 29 July 2021, the National Capital Region (NCR) was placed under Enhanced Community Quarantine (ECQ) form August 6 to 20, 2021.”
“As approved by the Office of the President per Memorandum dated August 3, 2021, financial assistance shall be released to cities and municipalities in NCR, chargeable against the savings generated pursuant to Administrative Order No. 41.”
During the Enhanced Community Quarantine (ECQ), about 10 million people in Metro Manila/NCR are anticipated to receive Php 1,000, with a maximum of Php 4,000 per household.
Meanwhile, Metro Manila was placed under Enhanced Community Quarantine (ECQ) starting August 6 to 20 by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) to prevent the surge of the highly transmissible Delta variants Covid-19.
