Manila, Philippines– The Commission on Elections (COMELEC) formally launched the Mobile Registration App (MRFA) on Tuesday, June 15, 2021.
The COMELEC Registration mobile app primarily aims to tackle the mobility issues brought by the pandemic. To quote from Marlon Casquejo, the COMELEC Commissioner,
“Very timely in the face of mobility restrictions brought about by COVID-19, because you will only need a smartphone to accomplish the form. This will save time, effort, and money that will otherwise be spent on going to a computer shop to download and print the form, or getting the form at the local COMELEC to fill it out manually,”
The mobile app also allow the registrants to fill out the application form even without the need of internet connection (applicable for Android users only).

The COMELEC aims to speed up and streamline the voter registration process for 2022 election, especially in areas with poor internet access.
“It doesn’t require data or internet connection. Once you download or copy the mobile app from another mobile phone, then you are ready to go,” Commissioner Casquejo said during the COMELEC Media Conference.
The mobile registration app will generate QR code after the registrants completed the fill out of the registration form.
“Once you have the QR code, the next step is to go to your respective office of the election officer, present the QR code, and printed application form will be generated. And that’s it,” the commissioner said.
How to download COMELEC mobile registration app?
The mobile registration app is not yet available in the Google Appstore, however, it will be available through pilot areas of local COMELEC offices and may be shared by Android users via SHAREit or Bluetooth. Over 500 cities were chosen for the pilot rollout.
“Because it is convenient and easy to use. This mobile form registration app is conceptualized to cater to applicants who have no access to the internet or where internet connection is poor,” the Commissioner said.
