PAGASA Weather Update February 23, 2023: Northeast Monsoon Affecting Luzon

MANILA, Philippines – The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) releases the latest weather update.

Forecast Weather Conditions

Today, the Northeast Monsoon continuously affects Luzon, bringing cloudy skies and rainy weather to most regions. Possible strong winds may also occur due to the Northeast Monsoon. No Low-Pressure Area (LPA) exists within or outside the Philippine Area of Responsibility (PAR).

Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, and Aurora will experience “cloudy skies with rains” due to the Northeast Monsoon. This weather condition will cause “possible flash floods or landslides due to moderate with, at times, heavy rains.”

Palawan, Visayas, and Mindanao will have “partly cloudy to cloudy skies with isolated rainshowers or thunderstorms” due to the localized thunderstorms. Preparation for “possible flash floods or landslides during severe thunderstorms” should be prioritized in case of this calamity.

Metro Manila and the rest of Luzon can rest easy as the Northeast Monsoon will only bring “partly cloudy to at times cloudy skies with light rains” to these remaining regions. This weather condition brings “no significant impact” to the land areas.

Wind and Coastal Water Conditions

Luzon will experience moderate to strong winds moving from the northeast to the north. The condition of its coastal water will be moderate to rough (2.5 to 4.5 meters).

The eastern sections of Visayas and Mindanao can also expect moderate to strong winds, moving to the northeast, with moderate to rough coastal water conditions (1.2 to 2.8 meters).

The rest of the country will have light to moderate wind conditions, and their direction will be to the northeast. These areas can expect slight to moderate coastal water conditions (0.6 to 2.5 meters).
