Manila, Philippines — President Ferdinand “Bongbong” Marcos Jr. has signed an executive order (EO) allowing the voluntary use of face masks in outdoor settings, Malacañang announced Monday.
According to Press Secretary Trixie Cruz-Angeles, PBBM signed Executive Order No. 3, which allows the voluntary wearing of face masks in outdoor settings while reiterating the public’s continued implementation of minimum health standards.
To quote;
“Naglabas tayo today ng EO No. 3 allowing the voluntary wearing of face masks in outdoor settings and reiterating the continued implementation of minimum public health standards during the state of public health emergency relating to the COVID-19 pandemic,”
She also added that the EO will be effective immediately.
“This order shall take effect immediately upon its publication in the Official Gazette or newspaper of general circulation. Nasa OG na po siya” .
However, according to EO No. 3, immunocompromised individuals, senior citizens, and those who have not completed the COVID-19 vaccines are “strongly encouraged” to continue wearing face masks even when outside.
Physical distancing and other minimum public health standards will also be strictly enforced, according to Angeles.
“The voluntary wearing of face masks in open spaces and non-crowded outdoor areas with good ventilation is hereby allowed provided that not fully vaccinated individuals, senior citizens and immunocompromised individuals are highly encouraged to wear their masks and physical distancing will be observed at all times,”
The executive order stated that face masks should still be worn indoors, on public transportation, and in outdoor settings where physical separation cannot be maintained.
“Tuloy pa rin po ang other minimum public health standards intended to effectively prevent and minimize the spread of Covid-19 in the country. It shall continue to be implemented consistent with the principles of shared accountability, evidence-based decision making, socio economic equity and rights-based approach,”
According also to Angeles, local governments will be tasked with establishing the standards for the order’s implementation, which will include, among other things, what constitutes an open space and good ventilation.
As per the official statement of Angeles, the new policy will be implemented in stages, allowing for feedback on whether or not it works and how to make it more efficient “so that hopefully by the end of the year we might be able to be voluntarily masked indoors as well.”
The Department of Health (DOH) believes the COVID-19 pandemic is not yet over, Health Officer-in-Charge Ma. Rosario Vergeire said that the department supports the use of a face mask as an option.
Meanwhile, Senator Christopher “Bong” Go suggested that, despite the EO, it is still preferable to wear masks outside, particularly on public transportation.
“Though voluntary na sa mga (in the) open areas ang pagsusuot ng (the wearing of) masks, hinihikayat ko pa rin ang ating mga kababayan, kung di naman (I urge our countrymen, if not a) discomfort on your part, na magsuot ng (to wear a) mask. Pakisuot na rin po ng inyong (Please just wear your) mask,”
